I have been to all these beaches and the nicest one is Sokha Beach. However this is private beach and to stay there cost more than all the other part of Sihanoukville. The other place I recommend is Otres beach because it’s cleaner than ochheuteal and serpendity beach.
I totally agree with you but consider that in these two places there is nothing to do at night. If you want to have drinks and meet people consider that you will need to ride a tuktuk to go back to your hotel. Around 5$ one way. 10$ for otres 2 (the very end of otres beach)

If you wanna be alone on a private beach go to independance beach. Nothing to do just sea and sun. But a bit far away from everything.

Sokha beach is surely the cleanest and the most stunning beach ! The staff try their best to keep it as clean as possible. A bit expensive but it worth it !

Part of a luxury hotel complex Sok San Beach, has lovely soft white sand beach is
open to the public. Twenty US dollars rents a beach chair with towel and
entitles you to one drink, beer or soda. The water may be somewhat
cooler than expected if you have previously visited a beach in Thailand,
lukewarm rather than warm. You can easily access the beach from
downtown Sihanoukville via tuk-tuk or cab. Negotiate—it should be a
$10-$15 US dollar ride (round trip—pay when the driver picks you up).
While my wife is a sun and sand person, I am usually not; but, I do love
to be close to the ocean. As a note, I was quite happy to sit in a
beach chair here reading and taking an occasional dip. Perhaps the
occasional beer helped as well. I know she thoroughly enjoyed the day
and wished that we had had more time.
Although somewhat more
reasonably priced than some other resort areas, the hotel prices are
still resort prices. For example, a Coca Cola will cost $3.50 and a
local beer $5 with western imports much pricier. Be prepared because
this is a cash society—US dollars preferred even though you see signs
posted that encourage the use of the Khmer riel. At a pharmacy that had a
prominent sign outside that said Khmer riel only, they gladly took US
dollars! As a tip, try to have a lot of ones because you will get any
change in riels (2,000 kr = $0.50).
Note that we did not stay at the hotel. This was a day trip.

Serendipity Beach is just known for the party atmosphere and it doesn’t get started until about 9pm, and it goes long into the morning. If you are going to stay in the area, you will need ear plugs unless you are partying.

I recommend to stay at Otres Beach. The beaches are cleaner than Serenpendity, you’ll find restaurants and bars also but not too noisy.
